To answer your question, I believe if your account gets banned, you will not have access to your account therefore you won't have access to your FanBucks. However, if you can get your account unbanned then I believe you will have access to your points (FanBucks) so it isn't "lost", unless it's deemed as a consequence (lose of points/FB) of repealing the decision under the circumstances. This is all dependent on each individual case. The reasons for bans vary including spamming, posting inappropriate content e.t.c
